A suspect accused of attempting to detonate an explosive device near Gracie Mansion was seen flashing an ISIS-related gesture while being led away in shackles during a police perp walk.

The man, identified as Emir Balat, allegedly made the gesture before an officer quickly forced his hand down as he was escorted out of a precinct in New York City. Balat was wearing a black T-shirt and beige pants when the moment occurred, according to footage captured outside the station.

Balat and 19-year-old Ibrahim Kayumi were arrested Saturday after authorities say a homemade explosive device—often referred to as the “Mother of Satan” bomb because it contains the volatile compound TATP—was thrown during a protest outside the residence of Zohran Mamdani on the Upper East Side.

Investigators allege the suspects were inspired by ISIS ideology and attempted to ignite the device during demonstrations outside the mayor’s home. Fortunately, the bomb failed to detonate, preventing what officials say could have been a mass-casualty attack.

According to reports, Balat’s parents are originally from Turkey, and he became a naturalized U.S. citizen in 2017. Federal and local authorities continue to investigate the suspects’ backgrounds, digital communications, and potential extremist connections.

Officials say the case underscores ongoing concerns about radicalized individuals attempting attacks using homemade explosives. Both suspects now face serious charges as prosecutors pursue the case through federal and state courts.
