President Donald Trump offered a nuanced reflection on Immigration and Customs Enforcement operations following intense criticism and deadly encounters in Minneapolis, suggesting that his administration could adopt “a softer touch” in its enforcement approach while maintaining firmness against criminal activity.

In a wide‑ranging February 2026 interview, Trump addressed fallout from federal immigration operations in Minnesota that drew national scrutiny after two fatal shootings involving federal agents. Both incidents — including the killing of a 37‑year‑old woman, Renée Good, and the later death of ICU nurse Alex Pretti — took place during a controversial surge of ICE and Border Patrol personnel responding to backlogged deportations and urban crime enforcement. 

Trump acknowledged the fallout from the Minneapolis operations, saying that while the actions against criminal illegal immigrants were necessary, lessons had been learned about how such efforts are perceived on the ground. “Maybe we can use a little bit of a softer touch,” he said, emphasizing that toughness against serious offenders must still remain part of the strategy. 

The president’s comments came alongside the announcement that the administration would immediately withdraw about 700 immigration agents from the Twin Cities area, part of a broader effort to ease tensions with local officials and residents who had protested federal enforcement tactics and called for a reduction of ICE presence. Governors and city leaders, including Minnesota Governor Tim Walz and Minneapolis Mayor Jacob Frey, welcomed the partial drawdown but urged a faster and more comprehensive end to the surge. 

Trump’s remarks reflect an attempt to strike a balance between loyal support for law enforcement actions — particularly in combating violent crime and illegal immigration — and responsiveness to public outcry over the operational conduct and tragic outcomes of federal activities. While affirming that enforcement and deportations will continue, Trump’s language suggests an effort to incorporate lessons from public backlash into how operations are implemented moving forward. 

The president’s call for a “softer touch” does not equate to abandoning ICE missions, but rather to adapting the tone and tactics used in highly charged urban environments where federal actions intersect with local communities. This adjustment arrives in the context of broader debates about federal authority, civil liberties, and public safety — making clear that the administration views both enforcement strength and measured engagement as necessary to achieving its objectives without inflaming tensions further.
