Acting ICE Director Todd Lyons confirmed that federal agents are actively conducting on-the-ground criminal investigations across St. Paul, Minnesota, as part of an expanding probe into suspected large-scale fraud. Speaking about the operation, Lyons stated that Homeland Security Investigations has gone “door to door to a lot of these suspected fraud sites,” adding that agents are “learning a lot” as evidence is gathered and analyzed.

According to federal officials, investigators are executing criminal warrants and tracing financial flows that may be connected to foreign aid misuse and potential terrorism-related activity. The investigation centers on allegations that as much as $9 billion in childcare subsidy funds may have been misused, making it one of the most significant suspected public assistance fraud cases in recent history. Authorities emphasize that the investigation is ongoing and that findings will be presented through the judicial process.

This probe builds on the fallout from the 2022 Feeding Our Future scandal, which exposed approximately $250 million in fraud within Minnesota’s child nutrition programs. That case, involving networks tied to the Somali-American community, led to multiple federal charges and convictions, yet Department of Justice reports indicate that only about $60 million of the stolen funds has been recovered to date.

Federal officials view the current operation as a critical step in restoring accountability and safeguarding taxpayer dollars. By expanding investigative efforts beyond paper audits to direct field operations, ICE and its partner agencies aim to identify responsible parties, recover misused funds, and prevent further abuse of federal programs.

Director Lyons’ remarks signal a broader enforcement posture under the Trump Administration, prioritizing transparency, national security, and strict oversight of public funds. As investigators continue their work, authorities stress that the rule of law will guide the process and that any confirmed wrongdoing will be pursued to the fullest extent.
