President Donald J. Trump announced that the federal government will issue $500 rebate checks to nearly one million hardworking Americans who were wrongly overcharged through the Affordable Care Act marketplace. In a statement accompanying the announcement, Trump said the administration is doing the right thing by giving the money back to the people who were wrongly ripped off. The payments target unsubsidized enrollees in 30 states that use the federal exchange.

The funds come from approximately $500 million in excess user fees collected during the previous administration. Those fees, according to the White House, were passed on to consumers in the form of higher premiums and accumulated as a surplus that was not returned to the people who paid them. Eligible individuals are those who purchased coverage without receiving federal premium assistance. Checks are scheduled to begin going out in October 2026.

The 30 states include Texas, Florida, Wisconsin, Michigan, Alabama, Ohio and others that rely on the federal marketplace platform. The administration presented the rebates as a direct return of money to consumers rather than to insurance companies. Officials linked the move to the broader “Great Healthcare Plan,” which emphasizes routing government health funding to individuals to increase choice and reduce intermediary costs.

White House materials described the action as correcting overcharges that left working families paying more than necessary for coverage. By sending the money directly to eligible people, the administration aims to provide tangible relief ahead of the November midterm elections. The payments are expected to reach households that bore the full cost of premiums without subsidy support.

Supporters of the policy view it as a straightforward refund of excess collections. Critics have questioned the timing and the characterization of the fees, but the administration maintains that the surplus existed and should be returned to those who funded it. The Centers for Medicare and Medicaid Services will handle the distribution process.

The announcement marks another step in the Trump administration’s efforts to reshape elements of the Affordable Care Act framework while delivering immediate financial benefits to a defined group of enrollees. Nearly one million people in the listed states are set to receive the $500 checks as the government works to close out what it describes as an unfair accumulation of fees from prior years.
