DOJ Charges 19 in $4 Million Pennsylvania Home Health Care Fraud Scheme

Assistant Attorney General Colin McDonald announced criminal charges against 19 defendants accused of running fraudulent home healthcare schemes that targeted Pennsylvania’s Medicaid program and generated more than $4 million in false claims. The defendants include home health company owners, employees, aides, and even some Medicaid recipients. Prosecutors allege the group billed for services that were never provided or could not possibly have been delivered. The cases are now moving forward in federal court.

According to the charges, some defendants submitted claims for care while they were incarcerated, hospitalized, working other jobs, or traveling overseas. Others allegedly recorded impossible schedules that exceeded 24 hours in a single day or used false clock-in records. In one striking example, a Medicaid recipient claimed extensive home health assistance while simultaneously working as a carpenter. These tactics allowed the scheme to siphon taxpayer dollars intended for genuine patient care.

The announcement coincides with the Trump administration’s expansion of the Northeast Health Care Fraud Strike Force into Philadelphia. Federal and local authorities are partnering more closely to target fraud that is often hidden behind legitimate-looking companies. Officials emphasized that the goal is to protect limited Medicaid resources so they reach the patients who truly need them rather than lining the pockets of fraudsters.

This enforcement action reflects a broader push to root out waste and abuse in government health programs. By bringing coordinated charges and expanding specialized strike forces, authorities aim to deter similar schemes across the region. The cases underscore the importance of vigilance in safeguarding public funds and ensuring that home health services remain available for those who depend on them. Further developments are expected as the prosecutions proceed.
