President Donald Trump highlighted his administration’s new “Gold Card” policy on December 10, 2025, emphasizing that it will make it significantly easier for high-value employees to remain in the United States while simultaneously ensuring companies benefit from retaining top international talent. Speaking to reporters and in an accompanying video clip, Trump stated that the program will make it “very hard” for employees from India, China, and France to leave, adding that companies “are going to be very happy” with the policy.

The Gold Card program allows individuals to secure U.S. permanent residency through a $1 million payment and enables corporations to sponsor foreign employees for $2 million per employee. Once vetted, participants gain a five-year path to citizenship. Trump contrasted the program with previous restrictions that forced many highly skilled graduates and professionals to return to their home countries after completing studies or employment in the United States.

Officials note that the policy targets high-value immigrants in sectors critical to innovation and technological growth, with companies like Apple poised to retain graduates who would have otherwise been compelled to leave.
