U.S. Secretary of State Marco Rubio secured a significant diplomatic and security victory on December 15, 2025, by signing a Status of Forces Agreement (SOFA) with Paraguay, formally establishing the South American nation as a key partner in combating transnational terrorist networks. The agreement enhances U.S.-Paraguay military cooperation through joint training, intelligence sharing, and equipment transfers aimed at neutralizing threats that destabilize the region.

Speaking at the signing ceremony, Rubio emphasized the strategic importance of the partnership: “The biggest threat in the Western Hemisphere is transnational terrorist networks. The most serious problem we have is these organizations…they threaten the stability and security of the region. We need strong partners to confront them.”

The pact positions Paraguay as an official ally in U.S.-led regional counterterrorism efforts, targeting groups such as the Clan del Golfo and other narco-terrorist networks recently designated by the State Department. Rubio’s announcement coincides with broader U.S. initiatives in 2025, including military operations and strikes against drug trafficking organizations across Latin America.

State Department officials noted that the agreement strengthens diplomatic and security ties while creating a framework for rapid operational coordination. Joint exercises and intelligence cooperation are expected to enhance the ability of U.S. and Paraguayan forces to respond swiftly to emerging threats and protect American interests in the Western Hemisphere.

The signing of the SOFA is being hailed as a milestone in U.S. foreign policy, reflecting Secretary Rubio’s commitment to proactive engagement and regional stability. By formalizing military collaboration with Paraguay, the United States demonstrates its determination to confront terrorism and safeguard the security of the Americas through robust partnerships.
