House Speaker Mike Johnson announced that House Republicans will launch an aggressive legislative surge beginning in January to codify a large portion of President Trump’s executive orders into permanent law, signaling a renewed push to lock in the administration’s agenda and deliver tangible results for voters.

Speaking at a press conference on December 16, 2025, Johnson said Congress is preparing to codify up to 150 of the roughly 200 executive orders signed by President Trump, transforming temporary executive actions into lasting statutes. Johnson emphasized that many of the orders are fully eligible for congressional action and are already being reviewed by lawmakers.

“You’re going to see an aggressive affordability agenda,” Johnson said, pointing to a legislative focus on lowering healthcare costs and reducing the overall cost of living for American families. He said the goal is to ensure that policies already implemented by the president are protected from reversal by future administrations.

Johnson also highlighted that Republicans intend to build on the effects of a major piece of legislation signed into law on July 4, which he described as now entering the implementation phase. According to the speaker, voters will soon begin to feel the real-world impact of that law, alongside additional measures coming early in the new session.

The speaker stressed that he and President Trump are in frequent communication and aligned on priorities. “So much more yet to do,” Johnson said, adding that both he and the president are energized about the months ahead.

The announcement revives a similar pledge Johnson made earlier in 2025 that critics say produced limited visible results, leading to skepticism among some voters and commentators. However, Republican leaders argue that the January timeline reflects a more structured and urgent approach, driven by voter expectations for swift action.

Supporters of the plan say codifying Trump’s executive orders is essential to securing long-term policy wins on affordability, healthcare, and economic stability, while preventing future administrations from undoing reforms with the stroke of a pen.

As January approaches, attention will turn to whether House Republicans can move quickly from promises to passage — a test many voters say will define the credibility of the party’s governing agenda.
