DESPERATE DEFENSE: Moscow Cages Fuel Tanks as Drone Strikes Mount

Workers at a fuel depot in Russia's Moscow region have begun installing massive metal cages directly over oil storage tanks, an unusual sight that reveals just how seriously Moscow is taking Ukraine's escalating drone campaign against its energy infrastructure. The concept, adapted from so-called "cope cages" originally used to protect tanks and armored vehicles on the battlefield, is straightforward in principle: give an incoming kamikaze drone something to strike before it ever reaches the flammable fuel stored underneath. Instead of allowing a warhead to make direct contact with a tank's thin metal shell, the cage is designed to absorb the initial impact, force premature detonation, and vent the resulting blast upward rather than into the tank itself. It's a defensive measure born less out of confidence and more out of necessity, as Russia's existing air defense systems have repeatedly failed to stop the drones before they reach their targets.
The reasoning behind this scramble to fortify fuel depots isn't hard to find. Ukraine's long-range drone campaign has become one of its most effective and sustained military operations of the war, striking deep into Russian territory to hit refineries and storage facilities far from the front lines. By mid-2026, Ukrainian drones had reportedly hit at least nineteen to twenty refineries across the country, knocking out an estimated 15 to 20 percent of Russia's national refining capacity in the process. Ukraine itself has claimed that more than 60 storage tanks had been destroyed or critically damaged by early July, a figure that, if accurate, points to a campaign that has meaningfully degraded Russia's ability to process and distribute fuel domestically. The cumulative effect has reportedly contributed to fuel shortages inside Russia, a consequence that strikes at the heart of the country's wartime economy and logistics.
These improvised cages are not appearing in isolation either. Similar structures have gone up at facilities near Ufa, Oryol, and Novopolotsk, and reports describe entire process units at some sites being enclosed, effectively creating small caged industrial complexes. Rostec, Russia's state-owned defense conglomerate, has even developed a more formal version of this concept called "Web," a scalable protective structure built through a subsidiary in partnership with a private contractor, reportedly capable of shielding facilities up to 25 meters tall and designed to withstand a drone weighing up to 200 kilograms traveling at 250 kilometers per hour. The system has completed seismic stability testing, though drone-resistance testing was still ongoing as of mid-2026, with no firm timeline for wider rollout across Russia's vast network of energy infrastructure.
Despite the engineering effort behind these defenses, their track record so far has been decidedly mixed. Footage from past strikes shows drones detonating against protective netting dozens of feet above a target, only for burning shrapnel from the blast to rain down and ignite fires below anyway, undercutting the very purpose the cages were meant to serve. In at least one documented case, Ukrainian drones broke straight through anti-drone netting at an oil depot in Russia's Pskov region, striking the fuel tanks regardless and sparking a large fire. That inconsistency reflects a broader reality about these defenses: they were never designed to make a facility invulnerable, only to reduce the odds of a direct, catastrophic hit. For a country facing near-daily drone incursions deep into its own territory, even a partial reduction in damage may be the best outcome Moscow can currently hope for.
