Secretary of State Marco Rubio is putting a hopeful spin on one of the most consequential oil agreements in recent memory, promising that Venezuela's newly reactivated oil fields will eventually pay off for ordinary Venezuelans. Rubio said the fields are going to be productive and generate royalties and revenues for the Venezuelan people, adding that this benefit will ultimately flow through a democratically elected government. It's a carefully chosen phrase, one that ties economic recovery directly to a political outcome Washington has long pushed for in Caracas. The comment frames the entire deal not just as an energy transaction, but as a long-term bet on Venezuela's political future.

The agreement itself is massive by any measure. Venezuela's interim authorities have granted North American Blue Energy Partners, known as NABEP, 100-year concessions to operate 17 oil fields holding roughly 65 billion barrels of proven reserves, according to a White House fact sheet. In exchange, the U.S. government secured the right to purchase a guaranteed 20% of NABEP's output at production cost, along with the right of first refusal on the remaining 80%. The U.S. Department of Defense's Office of Strategic Capital was also granted a 35% equity stake in NABEP's corporate parent, giving Washington real financial skin in the game. President Trump has publicly called it the biggest oil deal in world history, and the scale of the reserves involved makes that claim hard to dismiss outright.

Money is at the center of the pitch, and there's a lot of it on the table. NABEP is expected to retain operational control of the business while pouring nearly $100 billion into new infrastructure to ramp up production, with the company aiming to eventually push output past one million barrels per day. Venezuela's acting leadership has framed this as a path toward broader prosperity, with projections suggesting the country could collect over $200 billion in royalty and tax payments over the deal's first 25 years. Supporters argue this could finally unlock a country sitting on some of the largest oil reserves on Earth, output that's remained a fraction of its potential due to years of sanctions, mismanagement, and underinvestment. Critics, however, note that many of the fields involved were previously tied to Russian or Chinese firms, meaning this deal is as much about shifting geopolitical influence in the region as it is about barrels and dollars.

Not everyone is convinced this arrangement is as clean as the White House is portraying it. The deal runs through a private company operating under Venezuela's interim government rather than directly through the state, a structural choice that has drawn criticism over transparency and long-term legitimacy.
