President Emmanuel Macron watched from the deck of the multi-mission frigate Auvergne as France conducted the first-ever launch of its new M51.3 ballistic missile from the nuclear-powered submarine Le Vigilant, an unarmed test shot that splashed down hundreds of kilometers out in the North Atlantic. Calling it proof of the credibility of France's nuclear deterrent, Macron declared that to be free a nation must be feared, and to be feared it must be powerful, framing the launch as both a technical milestone and a geopolitical statement. He praised the teams behind the achievement, naming the defense procurement agency DGA, the atomic energy commission CEA, missile maker ArianeGroup, submarine builder Naval Group, and the French Navy, crediting their expertise as something only a handful of nations on Earth can match. Very few countries, he said, possess the combined mastery required to design, build, and fire a weapon of this complexity from beneath the ocean.

Macron tied the launch to a broader military buildup he set in motion back in 2017, noting that France's defense budget will have doubled over the past decade and that new-generation strategic submarines are already under construction to eventually replace the current fleet. He also pointed to a fresh program launched this year to develop hypersonic, maneuverable strategic missiles for France's airborne nuclear deterrent, adding a third leg of modernization alongside the submarine and the aircraft components of its arsenal. The message, he said, is simple: French nuclear deterrence protects the country now and will keep protecting it for decades to come, regardless of what threats emerge. Macron closed the moment with a salute to the Republic, framing the test as both a technical triumph and a signal of resolve to the rest of the world.
