A Ukrainian-born Washington resident is facing federal charges after a disturbing incident on a Maui beach where he allegedly threw a large rock at an endangered Hawaiian monk seal in an encounter captured on viral video. Authorities identified the suspect as 38-year-old Igor Mykhaylovych Lytvynchuk, who was later arrested in Washington following outrage over footage showing the protected animal being targeted near the shoreline. According to federal officials, the incident involved a monk seal known locally as “Lani,” a member of one of the rarest marine mammal species in the world. The case quickly gained national attention as animal protection advocates condemned the act and demanded strict enforcement of wildlife protection laws.

Lytvynchuk’s attorney argued that the situation has been misunderstood, claiming his client believed he was trying to protect nearby sea turtles rather than harm the seal. The lawyer stated that Lytvynchuk allegedly had no idea Hawaiian monk seals exist in Hawaii and thought he was doing the right thing by attempting to scare the animal away from the turtles. Supporters of the defense say the incident may have stemmed from ignorance rather than malicious intent, though critics argue that throwing rocks at wildlife is reckless regardless of the circumstances. The controversy has sparked broader debate online about tourism, wildlife education, and the responsibilities visitors have when interacting with protected species in environmentally sensitive areas.

Federal prosecutors have charged Lytvynchuk with misdemeanor violations under both the Endangered Species Act and the Marine Mammal Protection Act, laws designed to safeguard vulnerable wildlife from harassment or harm. Officials emphasized that Hawaiian monk seals are critically protected animals and warned that interfering with them can carry serious legal consequences. The viral nature of the video intensified public scrutiny, with many viewers outraged by the treatment of the seal while others questioned whether the suspect fully understood the situation unfolding in front of him. Lytvynchuk is scheduled to appear in court in Honolulu as the case continues drawing widespread attention across Hawaii and the mainland United States.
