The deployment comes just after Ukraine's largest drone and missile strike on Moscow to date, launched overnight on September 19 into 20, which ignited fires at both the refinery and a nearby logistics warehouse complex in Sofyino. Reuters reported that the Moscow Oil Refinery, which supplies roughly 40 percent of the capital's fuel market and 70 percent of the wider region's petrol and aviation fuel demand, has now suspended crude processing entirely after both of its distillation units caught fire.

The visible show of force underscores just how seriously Russia is now treating threats to its capital-area energy infrastructure, with Moscow Mayor Sergei Sobyanin claiming 450 drones were intercepted en route to the city even as several still slipped through to strike the refinery. Ukraine's General Staff confirmed the Kapotnya facility was the primary target, part of a broader campaign that has repeatedly hit Russian refineries this year and pushed a significant share of national refining capacity offline. Ironically, the Pantsir's presence near the blaze has drawn its own scrutiny, with some observers noting the system was reportedly nearby during the attack yet failed to prevent drones from reaching the refinery. As Kyiv's long-range strikes grow more frequent and more precise, Russia's scramble to shield facilities deep inside its own capital shows no sign of slowing down.
