The Moscow oil refinery was hit for the second time in a week. Other targets were struck in the Rostov region and in temporarily occupied territories of Ukraine. Facilities that sustain Russia’s war machine are no longer out of reach. Ukraine’s long-range sanctions and mid-range strikes are proving both precise and effective. The time to end this war has long since come. Russia must now take the necessary steps in diplomacy.
