Pahlavi called on members of the resistance to continue carrying out what he described as “intelligent and effective blows” against what he characterized as an exhausted and weakening system of repression. According to his message, the objective of these actions would be to further erode the regime’s ability to maintain control, ultimately creating the conditions for a broader national uprising.

The message also drew heavily on Iranian historical and cultural symbolism. Pahlavi referenced legendary figures from Persian mythology such as Rostam and Kaveh—icons associated with heroism and resistance—contrasting them with Zahhak, a tyrannical ruler in Persian lore often associated with oppression and evil. By invoking these symbols, Pahlavi framed the current struggle as a historic battle between freedom and tyranny.
