NATO Secretary General Mark Rutte issued a stark warning to Moscow on December 18, 2025, stating that any future Russian attack on Ukraine after a peace agreement would trigger a devastating response from the alliance.

Speaking at a press conference in Warsaw, Rutte said NATO is deliberately designing post-war security guarantees to ensure Russia clearly understands the consequences of renewed aggression. He emphasized that deterrence is central to preventing a repeat of past failures, particularly the 2015 Minsk agreements, which collapsed amid continued Russian violations.

“Putin has to know that after a peace deal, if he would try to attack Ukraine again, the reaction will be devastating,” Rutte said. “And this is exactly how we are designing these security guarantees.”

According to NATO officials, the proposed framework involves multiple layers of protection rather than immediate NATO membership for Ukraine. These measures include long-term bilateral defense agreements with individual NATO states, sustained military aid and arms commitments, intelligence sharing, and the establishment of rapid-response forces capable of immediate action if Russia violates a future settlement.

Rutte stressed that the objective is to lock in deterrence without escalating the conflict prematurely, balancing Ukraine’s security needs with alliance cohesion. NATO leaders aim to ensure that any peace deal is enforceable and credible, leaving no ambiguity about consequences for violations.

The remarks underscore NATO’s evolving strategy as the war in Ukraine enters a critical phase, signaling that while diplomacy remains the preferred path, the alliance is prepared to respond decisively should Russia attempt to restart the conflict.
