Secretary of State Marco Rubio stressed the importance of building durable security guarantees in Europe as part of any eventual peace settlement in Ukraine. “We will work with our European allies and non-European countries, by the way, to build such a security guarantee. We’re working on that right now… that will be something that will have to be in place after a peace deal,” Rubio said.

His remarks reflect the administration’s recognition that any negotiated settlement between Ukraine and Russia will need to be reinforced by strong, credible assurances to prevent future aggression. While NATO membership for Ukraine remains off the table for now, officials are exploring alternative models for long-term stability, including multilateral agreements or bilateral security compacts.
