His comments came as U.S. Ambassador to NATO Matt Whitaker discussed Russia’s demands, which have stalled ongoing peace talks. Whitaker also highlighted what he described as the “cards” President Donald Trump could use to encourage negotiations and pressure both sides toward a settlement.

The discussion follows reports that the Pentagon is restricting Ukraine from using long-range missiles to strike inside Russia—an approach designed to prevent escalation while still supporting Kyiv’s defense.

Vance has been among the most vocal lawmakers calling for a reexamination of U.S. policy in Ukraine, arguing that Washington should prioritize diplomacy over an indefinite military commitment.
