Israeli Foreign Minister Gideon Sa’ar sharply condemned the Palestinian Authority (PA) and the European Union, accusing both of perpetuating and excusing the long-criticized “Pay for Slay” policy — a program that financially rewards Palestinians convicted of terror attacks against Israelis.

“The PA never stopped ‘Pay for Slay,’” Sa’ar declared in a statement released Monday. “The PA rewards Palestinian terrorists including Hamas with Jewish blood on their hands. Instead of holding the PA accountable, the European Union whitewashes it. Stop ‘Pay for Slay.’”

Sa’ar’s remarks reflect growing frustration within Israel over what officials describe as the international community’s unwillingness to confront the PA’s ongoing use of donor funds to subsidize convicted terrorists and their families. Despite years of evidence and condemnation, the PA continues to allocate millions annually for these payments, often glorifying attackers as “martyrs.”

The Israeli government has repeatedly called on the EU and other Western donors to condition financial aid on ending the practice, which violates basic principles of peacebuilding and human rights. Analysts note that Sa’ar’s statement underscores Israel’s broader stance under the current administration — demanding accountability from both Palestinian leadership and international partners who enable extremism through silence or diplomatic leniency.

Sa’ar’s criticism comes as Israel continues counterterrorism operations in the West Bank and Gaza, reaffirming that genuine peace requires ending policies that incentivize violence rather than condemning it.
