Turkey, Qatar, Pakistan, and Indonesia have signed the Badr Memorandum of Understanding in Doha, a defense cooperation pact meant to strengthen their military capabilities. According to the announcement, the agreement covers defense cooperation, military production, training, and research and development. The four countries are presenting it as a way to combine their strengths and meet security needs they share. As a memorandum of understanding, it signals shared intent, and the announcement does not describe it as a mutual-defense commitment.

The pact builds on defense projects the countries already run with each other. Turkey is supplying corvettes to Pakistan, developing a tank jointly with Indonesia, and delivering drones and armored vehicles to Qatar. Turkey has the second-largest army in NATO, and the deal shows it pushing for deeper integration of defense industries across several countries at once. Whether the memorandum produces new joint programs, and how quickly, has not been announced yet.
