Los Choneros is one of two Ecuadorian gangs, alongside Los Lobos, that the United States has formally designated as a Foreign Terrorist Organization, a label that gives Washington broader legal latitude to treat the group's assets, including its at-sea fueling network, as legitimate military targets rather than simply criminal contraband.

Los Choneros itself is no minor player in Ecuador's underworld. The syndicate is based in Manabí Province, in the area around the city of Chone, from which it takes its name, and is known for its involvement in drug trafficking, extortion, and armed robbery. By targeting its floating refueling stations rather than waiting to intercept finished drug shipments, U.S. forces say they're going after the infrastructure that keeps trafficking vessels operating far from shore in the first place, a strategy JTF-WHEM's commanding officers have described as applying sustained pressure across the entire network rather than chasing individual boats one at a time.

The operations haven't gone without pushback, however. Family members of some crew members from earlier strikes have disputed the U.S. military's allegations, insisting the men aboard were ordinary fishermen rather than drug traffickers, raising questions about how these targets are identified and vetted before action is taken.
