White House border czar Tom Homan says a worksite enforcement plan aimed at companies that employ unauthorized workers is already written and sitting at the Department of Homeland Security, waiting to be put into action. He says he hopes DHS moves on it soon and insists that no one is pushing the idea harder than he is, calling it effective because it sends a clear message. His reasoning is simple: jobs are what draw illegal immigration, so if people cannot find work, he argues, they will stop coming. Homan, who previously led ICE, points to the September 2025 raid at a Hyundai battery plant in Georgia as a preview, where 475 people were arrested in what DHS described as its largest single-site operation ever. The workers were accused of violations such as visa overstays and unauthorized employment.

Homan has described a plan in recent months that would expand Form I-9 employment verification inspections, possibly using contractors, and focus on building criminal cases against employers who knowingly break the law. His comments are not binding ICE guidance, and it is not clear when any new operations would begin. Supporters argue that stronger worksite enforcement protects American wages and holds employers accountable, while business groups and some investors have pushed back, warning about labor shortages and economic fallout. The administration itself briefly paused raids at farms, hotels, and restaurants last year amid those concerns, and the Hyundai raid also caused diplomatic friction with South Korea. The big question now is whether DHS will actually pull the trigger, and how many employers are caught in the net if it does.
