CMS Administrator Dr. Mehmet Oz has raised serious concerns about the integrity of the Affordable Care Act's insurance exchanges, stating that roughly 35 percent of participants may not be legitimately enrolled. According to Oz, that estimate could represent between five and six million individuals whose health insurance premiums are being subsidized by taxpayers despite questions surrounding their eligibility.

The comments align with findings from the Paragon Health Institute, which has estimated that between four and six million improper enrollments occurred during 2024 and 2025 due largely to income misreporting and verification issues. Those estimates suggest the potential financial impact could range from $15 billion to $27 billion annually, fueling renewed debate over oversight, accountability, and taxpayer protections within the federal healthcare system.

Supporters of the Trump administration argue that the figures underscore the need for stricter eligibility verification and stronger safeguards to prevent waste, fraud, and abuse in government programs. The claims are expected to intensify discussions in Washington over healthcare reform, federal spending, and efforts to ensure that public benefits are directed only to individuals who legally qualify for assistance.
