Secretary of State Marco Rubio has delivered a stark warning about Cuba, calling the island nation of just 9.5 million people an “influence and espionage superpower” despite its small size and location only 90 miles from American shores. In a recent interview, Rubio emphasized that Cuba’s long record of planting unpaid spies inside the United States is unmatched by any other country. He linked the threat directly to a major State Department report released on July 20 titled “Cuba: The Capital of 21st Century Communism,” which details Havana’s decades-long campaign to promote revolutionary leftism across the Americas. Rubio’s comments underscore the Trump administration’s intensified focus on exposing and countering foreign interference aimed at undermining U.S. interests.

According to Rubio and the report, Cuban intelligence has successfully infiltrated key American institutions over many years, including the State Department, the Pentagon, and the National Security Council. Notorious cases such as Ana Belen Montes and Victor Manuel Rocha illustrate the depth and patience of these operations, with agents often operating for decades as ideological assets rather than paid operatives. The report further alleges that Cuba shares intelligence with adversaries including Russia, China, and Iran, amplifying the danger far beyond the island’s limited conventional power. This sophisticated approach has allowed a small communist regime to punch well above its weight on the global stage.

Rubio also charged that Cuba actively funds and organizes radical left protests inside the United States, including anti-ICE demonstrations and pro-Hamas actions. These efforts form part of a broader strategy to sow division and weaken American resolve at home. The Secretary’s warning arrives as the Trump administration works to confront foreign influence operations more aggressively than in previous years.
