Tom Homan, the Trump administration’s border czar, vowed that those responsible for organizing and funding attacks on U.S. Immigration and Customs Enforcement (ICE) agents and operations in Minneapolis will be held accountable, declaring “justice is coming” during a January 29, 2026 press conference in the Twin Cities. Homan’s remarks came as he outlined the administration’s strategy to stabilize federal immigration enforcement activities in a city rocked by protests and violent confrontations. 

Homan stopped short of detailing specific investigative actions, but strongly condemned what he described as coordinated hostility against federal officers carrying out legal immigration enforcement. He reiterated that inflammatory rhetoric and organized efforts to impede ICE and Border Patrol personnel contribute to danger for both agents and the communities they serve. “About the organization and the funding of the attacks on ICE… they’ll be held accountable. Justice is coming,” Homan said, signaling that federal authorities are tracking efforts to support or bankroll violent resistance. 

At the same briefing, Homan addressed ongoing tensions following multiple deadly encounters between federal agents and civilians in Minnesota, including the fatal shooting of Alex Pretti. Federal enforcement operations in the Minneapolis area have drawn national attention and widespread protest, prompting shifts toward “targeted, strategic enforcement operations” focused on individuals with criminal records as part of a broader recalibration of tactics after earlier clashes. 

Homan also discussed plans to reduce the number of federal officers deployed on city streets if local cooperation improves, particularly in providing ICE with access to jails and prisons to take custody of undocumented individuals with criminal convictions. However, he emphasized that the Trump administration’s immigration enforcement mission will continue, asserting that priority remains on public safety threats and criminal aliens while maintaining that protests must be peaceful and lawful. 

The border czar’s comments reflect an administration stance that federal immigration personnel should be protected from organized interference and violence, and that those who allegedly finance or coordinate such efforts could face legal consequences as part of broader accountability measures tied to the enforcement surge in Minnesota.
