Federal prosecutors have announced terrorism-related charges against two suspects accused of throwing homemade explosive devices during a protest near Gracie Mansion in New York City.

Jay Clayton confirmed that Emir Balat, 18, and Ibrahim Kayumi, 19, are facing federal charges including providing material support to Islamic State and using a weapon of mass destruction.

Announcing the charges, Clayton emphasized the distinction between lawful protest and criminal violence. He stated: “Free speech and peaceful assembly are the bedrock of American democracy. But violence is not protected… it will be met with swift justice.”

According to prosecutors, the suspects allegedly threw homemade explosive devices during demonstrations outside the mayor’s residence. Investigators say the devices were constructed using materials commonly associated with improvised explosives, though authorities reported they did not successfully detonate.

Law enforcement officials say the suspects allegedly referenced inspiration from ISIS during questioning. Federal authorities also cited online activity and evidence recovered during the investigation as part of the case supporting the terrorism-related charges.

The incident has drawn attention to the legal boundary between constitutionally protected protest activity and acts of violence. Officials say the case will proceed in federal court as prosecutors seek to address alleged extremist motivations and the potential threat to public safety.
