Treasury Secretary Scott Bessent issued a stark warning about the scale of fraud within the federal government, stating that as much as 10 percent of the U.S. budget—between $300 billion and $600 billion each year—is lost to fraudulent and improper payments.

Speaking at the Economic Club of Minnesota, Bessent cited government accountability estimates showing that enormous sums are siphoned annually from federal programs, particularly in high-risk areas such as Medicare, unemployment insurance, and other benefits systems. With the U.S. budget now ranging between $6 and $7 trillion, Bessent argued that even conservative estimates point to an unacceptable level of waste that directly harms taxpayers.

Bessent framed the issue as both a fiscal emergency and a matter of basic fairness. Every dollar lost to fraud, he said, is a dollar taken from hardworking Americans and from legitimate beneficiaries who depend on these programs. He emphasized that the Trump Administration’s approach is focused on recovery and enforcement rather than raising taxes or cutting essential services.

The Treasury Secretary highlighted ongoing investigations into state-level fraud schemes as part of a broader national effort. He pointed to Minnesota as one example where authorities uncovered billions of dollars in welfare-related fraud, illustrating how systemic weaknesses can be exploited when oversight fails. According to Bessent, these cases demonstrate why a methodical, evidence-driven approach is essential to securing convictions and recovering stolen funds.

As a former hedge fund executive, Bessent stressed the importance of accountability and results, noting that the administration is applying private-sector discipline to public finances. He said Treasury is coordinating closely with other agencies to strengthen detection systems, close loopholes, and ensure that fraudsters face prosecution.

Bessent concluded that restoring integrity to federal spending is a cornerstone of the administration’s economic agenda. By confronting fraud head-on, he said, the government can protect taxpayers, preserve critical programs, and prove that fiscal responsibility does not require higher taxes—only stronger enforcement and the political will to act.
