Portland Police Chief Bob Day became visibly emotional as he confirmed that two immigrants wounded during a federal immigration enforcement encounter in Oregon had documented ties to the violent Venezuelan criminal organization Tren de Aragua. The admission followed the release of new information by the Department of Homeland Security identifying the individuals involved in the shooting.

The incident occurred during a traffic stop conducted by U.S. Border Patrol agents outside a hospital in Portland. During the encounter, two Venezuelan nationals were shot and wounded by federal agents. DHS later identified them as Luis David Nino Moncada and Yorlenys Betzabeth Zambrano Contreras, individuals linked to operations associated with Tren de Aragua, a transnational gang known for extortion, human trafficking, and organized violence across multiple countries.

Chief Day acknowledged that his department had been aware of the gang affiliations but initially hesitated to disclose that information publicly. Addressing reporters, he explained that the decision stemmed from concerns about historical injustices, fears of victim-blaming, and the potential impact on Latino communities. As he spoke, Day wiped away tears, emphasizing that acknowledging the gang ties did not serve to justify the shooting itself, but rather to provide transparency as more facts became public.
