In Minneapolis, escalating tensions over federal immigration enforcement have exposed a public disagreement between Mayor Jacob Frey and Police Chief Brian O’Hara, highlighting the challenges city leadership faces amid violent protests and multiple recent ICE-related shootings.

Mayor Frey’s remarks at a recent press conference appeared to urge local law enforcement resources to push back against federal Immigration and Customs Enforcement agents during protests, a comment that drew an uneasy reaction from Chief O’Hara, who emphasized the dangers of inter-agency conflict. Frey described the situation as “impossible,” noting that Minneapolis’ small police force of roughly 600 officers has been overwhelmed by the presence of thousands of federal agents, including ICE and U.S. Border Patrol personnel. He warned that asking local police to “fight ICE agents in the street” would put city officers and the wider community at risk. 

The backdrop to these comments includes at least two high-profile shootings involving ICE agents that have ignited widespread demonstrations. On January 7, an ICE officer fatally shot 37-year-old Renee Nicole Good during an enforcement operation, prompting outrage and protests across Minneapolis and beyond. In a separate incident on January 14, a Venezuelan man was shot in the leg by an ICE agent after a reported struggle during a traffic stop, further fueling public unrest. 

President Donald Trump has weighed in on the unrest, threatening to invoke the Insurrection Act to deploy federal troops unless order is restored, framing the situation as a challenge to law enforcement authority and national security. Federal officials and DHS leaders have defended ICE actions as necessary to enforce immigration law, dismissing some local criticisms as incendiary. 

Chief O’Hara, while critical of any scenario that pits police against federal partners, urged calm and cooperation, stressing that local law enforcement’s role is to protect the public and avoid unnecessary escalation. His remarks reflect concern that heightened rhetoric and mixed directives could undermine public safety and lead to further violence. 

Community response in Minneapolis remains deeply divided. Many protesters condemn aggressive federal tactics, including the use of chemical irritants and crowd control measures, while others fear that clashes between agencies could spark wider disorder. City leadership continues to call for de-escalation, even as federal authority asserts legal grounds for its enforcement presence under the Trump administration’s immigration policy directives.
