Speaking during remarks at Tufts University in 2022, comments that resurfaced widely in December 2025, Cohen described Putin as a calculating, intelligent leader whose hold on power is secure well into the next decade.

“Vladimir Putin is a serious guy,” Cohen said. “Now he is on his third term as president, and this is the last time he will be president for 10 years. He is guaranteed to be the czar of Russia till 2036.” Cohen emphasized that expectations of Putin’s imminent departure misunderstand both Russia’s political structure and Putin’s personal command of it.

The former Mossad chief dismissed the idea that internal collapse or sudden regime change is likely, stating plainly, “So don’t hold your breath as if he’s going tomorrow or there will be a regime change.
