French President Emmanuel Macron outlined the consistent obstacles to peace in the Ukraine conflict during a statement coinciding with his November 30, 2025, meeting in Paris with Ukrainian President Volodymyr Zelenskyy. Macron recalled a series of failed diplomatic efforts, noting, “We first called for a ceasefire in March of this year, Zelensky agreed, Russia said no. There was another proposal in June, we worked on it, Russia said no. Then there was Anchorage, an American proposal for mediation, Russia said no. America is coming again with yet another proposal, we now need to wait for Russia.”

Macron’s remarks underscore Moscow’s repeated rejection of European and U.S.-led peace initiatives. Despite multiple proposals over the past year, Russia has refused to accept ceasefires or mediation efforts, prolonging the conflict and leaving Ukrainian forces and civilians at risk. The statement also coincides with discussions on strengthening Ukraine’s security guarantees amid revisions to a U.S.-proposed peace plan, which has faced criticism from European allies for appearing to accommodate Russian territorial demands.

The French leader emphasized the importance of sustained diplomatic engagement while acknowledging that progress depends on Russia’s willingness to participate. Macron highlighted that the repeated refusals demonstrate the challenges of achieving a negotiated settlement and the need for robust enforcement mechanisms to secure lasting peace.

Macron’s statement reflects the current international stance: while European and American efforts to mediate the conflict continue, Moscow’s unwillingness to compromise remains the central obstacle. For Ukraine, the ongoing rejection of ceasefire proposals underscores the urgency of external security guarantees and strategic support to deter further aggression.
