U.S. Treasury Secretary Scott Bessent sharply criticized European governments for what he described as “absolute hypocrisy” in their continued purchases of Russian oil, delivering the remarks during an interview at the World Economic Forum in Davos. Speaking on Fox Business, Bessent argued that Europe’s energy policies undermine the very sanctions regime it publicly claims to support against Moscow.

Bessent contrasted Europe’s ongoing reliance on Russian crude with India’s recent pullback from Russian oil imports. Following the imposition of U.S. tariffs in August 2025, India’s purchases fell dramatically, reaching a three-year low of 37 million barrels in December. According to Bessent, this demonstrated that firm economic pressure can alter behavior when countries are forced to choose between access to U.S. markets and continued engagement with Russia.

He further highlighted exemptions within the European Union that allow certain countries, including Hungary and Slovakia, to continue receiving Russian oil through pipeline deliveries. These carve-outs remain in place despite earlier EU bans on seaborne Russian crude and refined petroleum products. Bessent argued that such loopholes weaken the credibility of Europe’s sanctions posture and provide Moscow with a steady revenue stream.

The Treasury Secretary also pointed to China as one of the largest remaining buyers of Russian energy, warning that global enforcement gaps are prolonging the conflict by cushioning Russia from the full economic consequences of its actions. He emphasized that upcoming sanctions scheduled to take effect on January 21, 2026, must be implemented without exceptions if they are to have meaningful impact.

Bessent’s remarks align with President Trump’s broader strategy of applying maximum economic pressure through secondary tariffs, which could reach as high as 500 percent for countries that continue to support Russia’s energy sector. He urged U.S. allies to align their energy strategies with their public commitments, warning that selective enforcement and moral posturing only embolden adversaries.

The comments underscore a growing frustration within the Trump administration over what it sees as European double standards on Russia. As Washington pushes for tougher enforcement and unified action, Bessent made clear that rhetoric alone will not be enough to counter Moscow’s war financing or restore credibility to the Western sanctions framework.
