Finnish President Alexander Stubb provided a sobering assessment of Russia’s military campaign in Ukraine, noting that Moscow’s progress on the battlefield has been minimal. Speaking on U.S. television, Stubb stated, “Russia is not doing well on the battlefield. Remember, in the past 1,000 days Russia has advanced less than one percentage point of Ukrainian territory, so they’re not getting through their strategic military aims either.”
Stubb, a vocal supporter of Ukraine and NATO ally, emphasized that the limited gains reflect broader challenges in Russia’s war effort, highlighting both logistical and strategic shortcomings. His remarks coincide with ongoing international peace negotiations seeking to end the conflict.
Data from the Institute for the Study of War indicates that as of December 2025, Russian forces control approximately 19% of Ukrainian territory, representing a net increase of 12% since pre-war holdings in 2022. However, recent annual gains have been under 2%, supporting Stubb’s assertion of stalled progress.
The Finnish president’s commentary underscores the perception among Western allies that Russia’s invasion is failing to achieve its intended objectives despite continued military operations. Analysts point out that while Russia maintains control over certain areas, the slow pace of territorial expansion demonstrates the resilience of Ukrainian defenses and the impact of sustained international support.
