President Donald J. Trump formally released his Comprehensive Plan to End the Gaza Conflict, presenting what he called a historic blueprint for peace in the Middle East.

Speaking after consultations with regional partners, Trump emphasized that the plan’s goal is not only to end the war in Gaza but also to create long-term stability and opportunity for the Palestinian people.

The proposal includes a 20-point framework aimed at ending violence, ensuring security, and rebuilding Gaza into a thriving, peaceful region.

Key Highlights of the Plan:

  • Deradicalization & Security: Gaza would become a terror-free zone, with all militant infrastructure dismantled under international supervision. An International Stabilization Force (ISF), supported by the U.S. and Arab partners, would train Palestinian police and help secure borders.
  • Hostage & Prisoner Exchange: Within 72 hours of Israel’s acceptance, all hostages—alive or deceased—must be returned. In exchange, Israel would release prisoners, including women and children detained after October 7, 2023.
  • Humanitarian Relief & Reconstruction: Immediate large-scale aid would flow into Gaza to restore hospitals, bakeries, water, electricity, and critical infrastructure. International institutions like the UN and Red Crescent would oversee aid distribution.
  • Governance Transition: A temporary technocratic Palestinian committee would manage Gaza under international oversight by a newly created “Board of Peace,” chaired by Trump and joined by global leaders including former UK Prime Minister Tony Blair.
  • Economic Development: Trump proposed a special economic zone and a redevelopment program modeled on successful Middle Eastern cities. Investment, jobs, and modern infrastructure would form the foundation of a “New Gaza.”
  • Amnesty & Reintegration: Hamas members who disarm and commit to peaceful coexistence would receive amnesty or safe passage abroad. Those refusing would be excluded from governance.
  • Path to Palestinian Statehood: While focusing first on stability, the plan leaves room for future Palestinian self-determination once reforms are completed and peace conditions are met.

Trump framed the initiative as both bold and practical, offering Gazans an opportunity to rebuild their society while assuring Israel’s security. “This is about peace, prosperity, and a better future for everyone,” he said.
