According to Chief Chell, the responding officers faced an "extremely volatile and violent" situation, with multiple victims already down and bystanders fleeing in panic. "It was a scene of absolute horror," Chell stated, noting the bravery of officers who moved quickly to secure the area and prevent further bloodshed.

Deputy Mayor Daughtry emphasized the quick coordination between emergency responders, crediting their swift actions with saving lives. "The NYPD’s response was immediate and heroic," he said. "This could have been even worse."
