Mladenov Confirms Israel Won’t Withdraw Until Gaza Fully Disarmed

Nickolay Mladenov, director general of the Gaza Board of Peace, has outlined a clear and sequential plan for any future Israeli withdrawal from Gaza. Under the proposal, Israel would not be required to leave its current positions until weapons in each sector are fully surrendered and rendered unusable. Every sector must first be completely demilitarized, covering heavy and light weapons, personal and police arms, weapons production facilities, and tunnels. Only after independent verification would the IDF begin a phased withdrawal from that specific area.

Mladenov emphasized that Israel retains the full right to respond to any imminent threats against its forces throughout the process. An American-led mechanism involving mediators, U.S. personnel, and an international security force would be responsible for verifying compliance at every stage. He stressed that no party is obligated to take action until the required steps are confirmed, adding that this applies “last of all” to Israel. The structure places demilitarization firmly ahead of any territorial concessions.

This approach stands in sharp contrast to previous arrangements that allowed terrorist groups to rearm and rebuild infrastructure. By insisting on the destruction of production facilities and tunnels before any pullback, the plan prioritizes lasting security over temporary political gestures. Supporters of a strong Israeli defense posture and the Trump administration’s emphasis on strength over premature concessions will see this as a necessary corrective. The verification process, led by the United States, is intended to prevent the kind of deception that has undermined earlier agreements.

For Israel, the core principle remains non-negotiable: security comes before withdrawal. Mladenov’s statements reinforce that the Jewish state will not be pressured into leaving positions while armed threats remain intact. A durable resolution in Gaza depends on the complete removal of military capabilities that have been used against Israeli civilians and soldiers. This plan, as described, keeps that priority firmly in place.
