According to the IDF, the two men were actively working to rebuild the group's military capabilities and advance attacks on Israeli troops, activity the military describes as a direct and systematic violation of the ceasefire agreement currently in place in Gaza. The strikes were carried out separately but within the same operation, with the footage intended to show the moment each target was hit. Islamic Jihad has not issued a public response to the IDF's claims about the men's roles.

The strike is one of several the IDF has carried out in recent weeks against people it accuses of rebuilding militant networks inside Gaza despite the truce, part of a broader pattern of strikes the military says are necessary to prevent a resurgence of attacks. Palestinian officials and local health authorities, however, continue to report a steady stream of Gaza City casualties since the ceasefire took hold roughly a year ago, and they frequently dispute Israel's characterization of individual strikes, sometimes citing separate incidents with civilian deaths occurring around the same time. The gap between the two sides' accounts, the IDF's insistence that it is targeting active combatants and Palestinian reports of ongoing harm to civilians, has become one of the defining tensions of the fragile ceasefire. Neither account has been independently verified by outside investigators.
